Ford Kuramoto, D.S.W., LCSW, President

Dr. Kuramoto is a licensed clinician with more than 30 years of experience in health, mental health, substance abuse and social services to multicultural populations. His experience spans private industry, non-profit community-based organization, U.S. Army, and local, state and Federal government service. Dr. Kuramoto served on the SAMHSA National Advisory Council, the Behavior Change Expert Panel for the Youth Substance Abuse Prevention Media Campaign, Office of National Drug Control Policy; the ADAMHA Minority Advisory Committee; Subcommittee on Special Populations, President’s Commission on Mental health, the California Department of Mental Health Advisory Committee and the Editorial Board of the American Journal of Orthopsychiatry. He was formerly on the staff of NIMH in Rockville, MD; the Department of Psychiatry, School of Medicine, UCLA; and the Graduate Addictions Studies Program at Nova Southeastern University, Ft. Lauderdale, FL.

Frances Kuramoto, MS, CPA, CFO

A Certified Public Accountant, Ms. Kuramoto has more than 20 years of experience in Big Six public accounting and private industry. Her work experience includes auditing, internal auditing, operations accounting, managing finance departments, and treasury functions. A dedicated community activist, she has volunteered time for many small non-profit agencies and served on committees for professional accounting societies, such as the American Society of Women Accountants.

Davitta Ealy, B.A., CMP, Director of Conferences and Meetings

A Certified Meeting Professional, Ms. Ealy has more than ten years of experience in planning, implementing and directing meetings and conferences ranging in size from 5 to over 600 participants for SAMHSA and corporate trade shows. She also has experience working with small businesses and many faith-based community organizations for meetings and conferences.

Oscar Morgan, MHSA

Mr. Morgan has over 25 years of experience in the mental health and substance abuse field. He has worked extensively with mental health consumers, service providers and other stakeholders. Mr. Morgan has been Commissioner for the Maryland State Department of Mental Health, where he oversaw the State Mental Health Advisory and Planning Councils. After leaving the state agency in 2002, he was a consultant with the National Association of Mental Health Planning and Advisory Councils (NAMHPAC). Mr. Morgan is Co-Founder and Past President of the National Leadership Council for African American Behavioral Health. He received his Masters in Health Services Administration from George Washington University.

William Emmet, BA Mr. Emmet is a longtime mental health advocate and policy consultant.  He was Director of the Campaign for Mental Health Reform from 2006 through 2009, responsible for coordinating eighteen national organizations to make effective mental health services a national priority and to ensure the integration of mental health into national health reform. Mr. Emmet served for seven years as Project Director for policy analysis and technical assistance at the National Association of State Mental Health Program Directors (NASMHPD). He worked as Executive Director of Rhode Island NAMI (National Alliance on Mental Illness), then as Chief Operating Officer/ Deputy Executive Director of NAMI’s national office. Mr. Emmet has served on numerous volunteer boards and councils and is the board Chair-elect of Fellowship Health Resources, Inc., a multi-state behavioral health care provider.

James, McNulty, AB

Mr. McNulty worked as the Director of Peers Helping Peers National Technical Assistance Center for the National Depression and Bipolar Support Alliance (DBSA). Prior to this, he was the Project Director for the NAMI STAR Center. He is past President of the NAMI National Board of Directors and until April 12, 2006, served as the Director of Consumer and Family Affairs for the Division of Behavioral Health, Rhode Island Department of Mental Health, Retardation and Hospitals.  Mr. McNulty serves as President of the Manic Depressive and Depressive Association of Rhode Island. He is Chairperson of the Subcommittee on Consumer/Survivor Issues of the SAMHSA/CMHS National Advisory Council. At the 2005 NAMI National Convention, Mr. McNulty was awarded the Lionel Aldridge Award by the NAMI National Board of Directors. He spent much of his early life in Latin America and Europe and is fluent in several languages. Mr. McNulty received his B.A. in Economics and International Relations from Brown University.
